Bylaws Update as of 10-29-2020
Hello Rovers,
We had an update to the Aspen Mountain Rover Crew Bylaws.
Proposed changes, drafted by the RSL, Sarah Bailey, dealt on the topic of the Crew Apprentice. The topic of the Crew Apprentice was discussed between Sarah and the R4LA president, Ken Pataky, as the scouts 1938 Policy, Organization, and Rules handbook originally allowed for someone 17 to join. Due to current cultural and legal reasons, and with the protection of youth in mind, one is a minor until 18. After some discussion, Ken granted permission to allow a Crew Apprentice to participate in Crew activities under very stringent rules to maintain the integrity of the association. Sarah felt the need to enshrine policy related to the Crew Apprentice into the Bylaws to make such rules very clear to the Crew. Although the Crew does not actively promote recruiting CAs, with its focus on Rovers 18+, Bylaws are now in place should a Candidate between 17-18 years of age approach the Crew wishing to participate and eventually become a Squire upon becoming 18.
Review and voting for the proposed changes was held on 10/24/2020, with the entire Crew present and participating. The decision was unanimous to amend the Bylaws to reflect the careful inclusion of the Crew Apprentice. Below are the amendments to the AMRC Bylaws by section. The Bylaws document has been updated 10/29/2020, uploaded, and is available on the Resources page:

Crew Membership
[Added:] "An exception to adult membership may be granted to a 17 year old youth who has proved to be mentally, emotionally, and physically able to participate in scouting; who attests to the Scout Promise, Law, and the R4LA and AMRC Bylaws, and signs the AMRC Code of Conduct; and is always accompanied by an adult family member to all meetings, activities, and outings. They have the title of Crew Apprentice. As this Crew and R4LA do not have the legal provisions to work with youth (youth protection training, etc.), such rules must be followed, or the Crew Apprentice cannot participate in Crew activities, meetings, and outings."
Part II - Training, Article 3 [new] "An exception may be granted to a Crew Apprentice, as described under Crew Membership, who is always accompanied by an adult family member to all meetings, activities, and outings."
Part IV - Crew Meetings, Article 7 [new] "An exception may be granted to a Crew Apprentice, as described under Crew Membership, who is always accompanied by an adult family member to all meetings, activities, and outings."
Part V - Crew Activities, Article 8 [new] "An exception may be granted to a Crew Apprentice, as described under Crew Membership, who is always accompanied by an adult family member to all meetings, activities, and outings."
Part X - Uniform and Insignia, Article 6 [new] "Crew Apprentice (a) Class A uniform, as described above (b) Crew Crest (c) Tenderfoot Badge (d) Cannot wear ISF Badge or R4LA strip until they are received as a Squire. (e) Class B uniform, as described above."

November Activities
November 14 - 3 PM - Ogden - We're going to explore fire starting techniques so we can stay warm this winter. Class A uniform. Please see calendar for details.
November 22 - 7:30 pm - Jitsi Meet - we will be meeting online to discuss a service project we can do in December.

Class B shirts available
Class B shirts are now available on Teespring. The link is located in the page tab above and on the Resources page.
The Class B "uniform" is intended to be worn for activities that may involve getting really messy, or just to show pride in your crew and scouting. There is also a jacket available that would be good to wear with your Class A uniform on cold days.
